The top Camaro's name ran in three stages. It was the Z28 through 1987, then the IROC-Z alone from 1988 to 1990 under license from the International Race of Champions. Chevrolet did not renew that contract, so the plain Z28 returned for 1991. The 1990 model year was cut short, and the 1991 cars reached showrooms in March 1990. B4C: The Police Camaro

The B4C Special Service Package, new for 1991, was aimed at sheriff's departments, highway patrols and government fleets. The White Book called it "a Z28 in RS clothing." Chevrolet's 1991 special-service brochure, read as a scan hosted by Performance Works, identifies the RS two-door hatchback and lists the Tuned Port 305 with a five-speed or the 350 with an automatic. Its package equipment includes dual-converter exhaust, 16-inch wheels, four-wheel disc brakes, an engine oil cooler, performance suspension and a 145-mph speedometer. Air conditioning is included in that brochure's B4C equipment list.

The same brochure recommends highway traffic law-enforcement service and states that the special-service car did not meet GM's durability requirements for police packages. Its seat chart lists cloth and custom cloth, whereas the White Book says all interiors, including leather, were available. That disagreement is unresolved; the general RS trim chart does not establish B4C leather availability. The brochure lists radio delete with speakers and antenna retained. The White Book separately identifies the standard UM7 radio as deletable for credit and says no other radios could be ordered.

Surviving B4C cars, some sold to civilians at police auctions, are rare third-generation collectibles, and period photographs survive of Michigan State Police and Nevada Highway Patrol cars.

The 1991 look, and the 1LE

Chevrolet's 1991 feature sheet describes the revised ground-effects panels, rocker moldings and front fascia extension. The White Book distinguishes the coupe's stop lamp, moved inside the hatch glass, from the convertible's retained rear spoiler with an integral lamp. The Z28 Coupe had a much taller rear spoiler and body-color twin hood blisters, and it rode on new 16 x 8 wheels with P235/55R16 tires. The factory sheet lists spoked 15-inch aluminum wheels as standard on RS, with paint accents limited by exterior color; 16-inch wheels are optional. Chevrolet's February 1990 brochure lists the RS convertible's 5.0 EFI V8 as standard, while the February 25, 1991 order guide makes the 3.1 V6 the base engine for both RS bodies and the V8 optional. The Z28 used the Tuned Port 305, with the 350 optional only on the coupe. A driver's air bag, PASS-Key and a tilt wheel were standard. RS five-speeds got a new clutch meant to cut gear rattle.

The Camaro White Book counts 478 Z28 coupes with 1LE equipment. Its account prices G92 without air conditioning at $675 and describes heavy-duty front brakes, an aluminum driveshaft, special shocks, a baffled fuel tank and deleted fog lamps. For air-conditioned cars it gives $466 and mentions a brief $287 credit when rear discs were deleted. The dealer order guide revised February 25, 1991 lists $287 for G92 with C60 air conditioning, including an engine oil cooler and performance exhaust; it lists $675 without air. These are the dated Z28 Coupe's G92 listings. The special-service brochure's four-wheel-disc description does not identify that no-air-conditioning package's special front-brake components, so it does not establish that every 1991 B4C had the full 1LE hardware.
